The Capps wide is still too snug for my feet. Is the Bootmaker wide possibly wider?

Are the sizes similar to boot sizes or civilian shoe sizes? I wear 9.5R boots but 10.5 civilian shoes.

The shoes are similar to a civilian Dress shoe size.
