Should Chaplains or Medical Officers wear Sabers?

Historically and with regard to the traditions of the Army, yes. The saber was a functional implement of warfare and badge of leadership before the US ever considered supporting the Geneva Convention. Since the saber is worn as a link to the traditions and history of the Army, it makes sense for any smartly turned-out officer to wear a saber for dress or ceremonial occasions. The current uniform regulations are silent on the wear of a saber by any officer. This leaves the decision up to the individual officer.
